In accordance with the CSF Project Implementation Manual (Part 2.4), each year, in October, a survey of construction materials, fuel, labor and transportation prices lists is carried out by the Technical Support Units in all the markets in each province. The surveys are then compiled into a standardized materials price list which identify each item surveyed at each market by the TSU. The lists are approved by the Provincial/Capital ExCom. The lists are then used for the preparation of accurate cost estimates of the CSF infrastructure projects.
Generally, the standard materials price list must be renewed in October each year. This list will be updated periodically when there are significant and drastic changes in material prices.
The approved lists are to be disseminated to all people involved in the CSF project implementation to ensure transparency and accountability in estimating the costs of CSF projects. At the beginning of December each year, copies of the lists approved by the relevant ExCom are to be sent by the TSU, (free of charge), to all Communes and Districts and the four units of the ExCom. Copies of the lists can also be provided to the Capital and the Provincial line department, Qualified Contractors, various organizations, and other people directly involved in CSF implementation upon request and payment at cost, (i.e. the cost of photocopying the lists).
